Rules for online real estate platforms under the marketing and advertising regulation

The real estate marketing and advertising regulation governs both the advertisement itself and the online platform that publishes it: registration, a technical link with the Authority, verified advertisers, hosting inside the Kingdom and a complaints page. It took effect on publication in the Official Gazette.

Real Estate General Authority · Last reviewed: Oct 31, 2026

Who it applies to

Anyone advertising a property for disposal and anyone operating an online platform that publishes property advertisements. It does not cover a maintenance request or a service offer that advertises no property.

What the source says

The eighth article sets rules for an online platform that publishes property advertisements. They include registering the platform and linking it technically to the Authority once it is verified with the Saudi Business Center, verifying advertiser accounts through the national single sign-on (Nafath), and drawing advertisement data from the Authority's systems. No advertisement may be published without a licence, and anything misleading, in breach, or whose licence has expired must be taken down at once; content may not be altered after publication.

The regulation also requires a complaints page with a form, a reference number, a date, procedures and a handling period; server hosting inside the Kingdom; replies to the Authority's requests about user data within two working days; ten working days' notice before suspending service or changing the operating model; and deletion of advertisement data on closure.

On the advertisement side, articles 3 to 5 require a licence for each advertisement and set out the advertiser's details, the title deed, the licence number and expiry date and the broker's licence number; a licence number with a QR code may suffice. Article 7 prohibits abuse, fictitious data, contact details that differ from the licence, and the use of a government entity's logo or identity without a legal basis. Article 11 repeals the 1442 AH advertising controls and the earlier platform licensing standards.

When it matters to you

This text matters to anyone advertising a property for disposal and to anyone operating an online platform that publishes property advertisements. If you are a provider looking for work, it does not concern you unless you advertise a property for sale or rent. It is shown here so you know what is normally asked of advertisers and of the platforms that carry their advertisements.

What this article does not cover

This article does not decide whether the regulation applies to Thibrh or to any particular user, and it does not say that a maintenance request is a property advertisement needing a licence. The literal text of the annex was read only as a page summary. This is general information from a published source, not legal advice; the official procedure takes place on the authority's platform.
