How to compare proposals fairly

Proposals compare fairly only when they cover the same scope. This guide shows what to compare beyond the price: coverage of the request's items, the price basis, tax, duration, exclusions and the validity of the proposal.

Who this guide is for

Anyone who has received proposals on a Thibrh request, whether owner, association or manager.

Start with coverage, not price

On Thibrh, a proposal answers every item the requester chose with “Included” or “Excluded” and states the duration. Start with the coverage table: a proposal that excludes an item you need looks cheaper, but its price cannot be compared with one that includes it. If two proposals exclude the same item, ask which offers an alternative and how. Thibrh flags differences in scope or exclusions between proposals, and it does not announce a winning proposal or an approved recommendation.

Make the prices comparable

Ask about the price basis: a lump sum, per unit, per square metre, per visit, or a percentage. Then compute the total on the same basis. Check whether tax is inside the price or added to it, and whether the price is final or an estimate to be fixed after inspection. Remember that a quote is not an invoice, and that the proposal's validity period sets the last date to accept the written price.

Compare beyond price

Compare the start date and execution time or contract length, the number and frequency of visits, response time for faults if required, who supplies materials and spare parts, and any work needing additional approval. Look at the provider's profile, past work and ratings together with their sample size, and do not rely on any one alone. Do not base your decision on a badge or visibility; the internal review of a provider's eligibility is not an official verification.

The limits of the comparison

Comparison on Thibrh is preparatory: it helps you choose, and it does not stand in for an association's decision or make an automatic award. For an association, the decision is taken and approved on Mullak. A government body subject to the Etimad platform runs its competition there, and Thibrh does not replace it. After you choose, the scope and proposal version is fixed and each party's acceptance of it is recorded inside Thibrh; this is not a trusted electronic signature or a contract on an official platform.
