Contractor classification: its term and its limits

The Implementing Regulations of the Contractors Classification Law set the classification certificate at two Gregorian years with a one-time 90-day extension. Classification is a condition for government bodies contracting for the projects it covers, not a condition for every maintenance request.

Who it applies to

Contractors, maintenance and operations providers, those who engage them, and anyone working on government projects.

What the regulations provide

Articles 4 and 6 of the regulations set out the field, activity and grade in a classification certificate, and Article 6 fixes its term at two Gregorian years. Article 12 allows a one-time extension of 90 days, and Article 11 deals with reclassification, set at 90 days. Article 3 lets owning bodies verify the certificate electronically, and Article 20 states that the regulations replace the earlier ones. The law under which they are issued is the Contractors Classification Law issued by Royal Decree M/9 dated 18/1/1443 AH, which was identified from search results and whose text was not read.

When classification is required and when it is not

Classification is a condition for government bodies contracting with contractors on the projects it covers. It is not a legal requirement for every maintenance job requested by a private owner, association or property manager, and it does not replace specialist trade licences such as for elevators or safety. For each request, ask what the work is, whether it forms part of a classified project, and what licence the specialty carries. Anyone asking a contractor for a classification certificate should check that it is still valid and that its field and grade suit the work.

Thibrh's role, its limits and what you need from an official body

Thibrh accepts a contractor classification certificate as supporting evidence for maintenance and facility providers, and reviews its type, number and expiry date internally without file uploads; this review is not an official verification. Thibrh does not treat it as a condition for accepting all maintenance proposals. Issuing, extending and verifying the certificate are matters for the Ministry of Municipalities and Housing through its channels.
