Fal licence term, renewal and the penalty for lapsed practice

A Fal licence is issued for one year, extendable up to five years, and a renewal request is made sixty days before it ends. Practising after the licence has expired exposes the holder to a penalty under the schedule of violations.

Real Estate General Authority · Last reviewed: Nov 2, 2026

Who it applies to

Property management and facility management firms, and anyone who reviews a provider's eligibility or relies on its licence in an assignment.

What the source provides

The Authority's page for the Implementing Regulations of the Real Estate Brokerage Law shows that the licence term is one year, extendable up to five years (Article 7), and that renewal is by a request made sixty days before it ends (Article 8). Article 2 confines property management, facility management and auctions to licensed firms, so individuals may not practise them.

The schedule of violations attached to the regulation has an item on practising after the licence has expired, item 1.2, which carries a fine of 1,000 riyals in category A according to the page. The categories and the other details of the schedule should be read from the schedule itself at the Authority.

What this means for your firm

Put your licence expiry date in your operating calendar and make the renewal request date at least sixty days before it. Do not assume the term is five years: that is the ceiling for extension, not an automatic term. If your firm provides both property management and facility management, track the two licences separately, because each activity has its own licence and its own expiry date.

Do not confuse the penalty with the service fee: the published fee for issuing the licence is a service fee, the penalty is a sanction for a violation, and neither is the price of your services or a platform subscription.

Thibrh's role, its limits and what you need from an official body

Thibrh asks property and facility providers to enter the licence type, number and expiry date, and reviews them internally before proposals are submitted. If a licence expires during an existing agreement, a review and an appropriate restriction follow, and the agreement is not ended automatically without a basis. This review is internal and not an official verification. Issuing and renewing the licence, paying its fee and determining violations are matters for the Real Estate General Authority through its services.
